UAE Gambling Regulator Won’t Rush Licensing Process

The General Commercial Gaming Regulatory Authority (GCGRA) in the United Arab Emirates (UAE) is responsible for issuing licenses for the growing gambling sector. They have already granted Wynn Resorts the region’s first-ever casino license and approved The Game to operate a national lottery. Additionally, supplier permits have been given to PayBy, Aristocrat, and SmartPlay International.

During the Skift Global Forum East, GCGRA Chairman Jim Murren stated that the regulator will not rush to issue more licenses and will proceed very deliberately. The government aims to establish a modern, compliant, and strict regulatory framework to uphold high standards across the industry. Wynn Resorts has a head start over other casino companies as they are already developing a resort in Ras Al-Khaimah set to open in early 2027. Murren believes this project will bring significant economic benefits to the area and praised Wynn’s reputation as a quality operator.

In response to comments from MGM Resorts International CEO Bill Hornbuckle expressing optimism about receiving a license soon, Murren jokingly mentioned that he used to work for him and would have to have a chat with Bill about it.

Overall, the GCGRA is focused on ensuring that the gambling industry in the UAE operates under a robust regulatory framework that upholds high standards and promotes responsible gambling practices. They will continue to carefully assess and consider any future license applications to maintain the integrity of the sector.
